From Good to Great: How The City of Pompano Beach Achieves Its Strategic Goals

The best-run organizations, from Fortune 500 companies to sports teams, tend to share three qualities:

  • They understand which results matter most
  • They identify gaps quickly and work to close them
  • They attract talented people and keep them focused on goals

There’s a strategic shift taking place in local governments. More leaders are creating multi-year strategic plans and aligning budgets to plan objectives. They are then evaluating performance continuously across the year to identify gaps quickly and keep everyone focused on goals.

The City of Pompano Beach offers a playbook and best practices for how to align resources to goals, monitor performance, and make adjustments based on pre-set scenario plans. Using OpenGov, The City of Pompano Beach is able to focus on what matters most to their community, identify gaps early, and stay focused on goals.

Measuring What Matters

The City of Pompano Beach began setting high-level goals in 2017 — as part of its Performance Program. The ambition of the Program is “to advance real progress in a time of austerity and to improve public confidence in local government’s ability to be effective.” The City set six high-level goals based on community engagement and feedback, ranging from being a preferred place to live to ensuring affordable city services. These do not change from year to year.

Using the balanced scorecard as a framework, the strategic performance manager works with key departments to determine program goals and corresponding action items for the year, while aligning them with strategic plan objectives.

This exercise provides a balanced view of performance with respect to customer experience, department operations, personnel, and financial sustainability. Working together, staff propose action items, funding levels, and actively monitor performance using OpenGov dashboards.

Minding the Budget Gaps

The City of Pompano Beach’s Performance Program is an extension of its budgeting process and is more rigorous as a result. The budget team creates dashboards to evaluate performance and department spending to identify when minor course corrections are needed to avoid potentially derailing cuts in the future.

The budget team also uses OpenGov to analyze year-over-year trends and “budget-to-actuals” for a given time period. When gaps are identified on the dashboards, the budget team activates a round of scenario planning after revisiting forecasted assumptions.

A Greater Focus on Excellence

The City of Pompano Beach is expanding adoption with ten departments currently collecting key data and reporting it via OpenGov. Thirteen departments are in the process of creating balanced scorecards, and completing their program goal worksheets.

The budget team is working to link 75% of all budget requests to Strategic Plan Objectives and program goals, while also encouraging more departments to adopt best practices around budgeting and performance management.

Finally, and most importantly, the City shares budget details and key metrics easily and seamlessly with the community on its Financial Transparency site.
